So what does "Co-Co" mean?
We learned back on this page that it has something to do with wheel arrangement.
I found this page that explains things, though somewhat cryptically:

The "C" means three powered axles, the "o" means the axles are independently powered, and having "Co" twice means there are two bogies or trucks.
