There is an entry in the ATA HB for a 12/1997 card that sounds similar to this, but with 35¢ indicium, and a bar code. See below.
TG - The postmark on my copy of the 27c card 4-V5 ("The delightful steam train 'Puffing Billy,' an attraction of the Dandenong Ranges.") is ROSANNA/25 MR 3/VIC-3081. This is the one you describe as illegible. (The year is unfortunately not complete: it is probably 83)
